The second day of Monsoon Session in the Parliament was a productive one. Jan Ki Baat reports the contents of this session held on July 19th: preventive measures were discussed and counter-measures were debated upon regading the recent floods and any upcoming natural disasters. During the debate members highlighted several issues like blockade of roadways in hilly areas, the need for better water management. The Minister of State, Home Affairs, Mr. Kiren Rijiju assured the Houses that the central government will be giving all financial and logistical support to the concerned and affected States.
Both Houses then began a comprehensive discussion about Child Labour and the immediacy with which the issue has to be addressed. The Child Labour Bill of 2012 prohibits employment of adolescents (person between 14-18 years) in hazardous occupations. Further the Bill seeks to prohibit employment of children below 14 years in all occupations except where the child helps his family after school hours.
Later, The Lower House took up the Indian Medical Council (Amendment) Bill and the Dentists (Amendment) Bill for discussion. These Bills are related to the National Eligibility Cum Entrance Test (NEET). The NEET issue, too, was one of the components of this Session; hereupon, dental and medical courses, both undergraduate and postgraduate, would have a uniform entrance exam for admissions, 2017 onwards and for the States opting out, the Bills specifies that the exam will not be applicable to State seats in both public and private institutions at the undergraduate level.
